Singapore opens LNG licensing for marine biofuel

Singapore has announced new license opportunities for supplying liquefied natural gas (LNG) as marine biofuel at the Port of Singapore.

“This call follows updates to the LNG bunkering licensing framework,” said Singapore’s Maritime and Port Authority (MPA). “It now includes sea-based LNG reloading and the supply of liquefied biomethane and e-methane in Singapore.” Both current license holders and new applicants can apply. The deadline to submit online is March 27.

“Licensees must provide end-to-end LNG bunkering services,” MPA explained. This includes securing LNG supply, demand planning, cargo transfer, storage, safe handling, and delivering LNG fuel to vessels in Singapore. Proposals should demonstrate technical readiness to supply low-emission LNG, such as biomethane and e-methane. They should also outline supply pathways and sourcing plans.

To strengthen Singapore’s LNG bunkering ecosystem, MPA and Enterprise Singapore will upgrade the existing LNG bunkering standards in Q2 2026. The new Singapore Standard will align with broader safety and quality requirements.

Last year, MPA received over a dozen proposals for LNG bunkering. Eight of these included bio- and e-methane solutions, which offer lower greenhouse gas emissions and support the energy transition.

MPA plans to work with shortlisted companies on sea-based LNG reloading trials in the second half of 2025. They will also develop initiatives to promote bio- and e-methane as marine fuels in Singapore.

In November 2025, MPA announced licenses for methanol as a marine biofuel. Global Energy Trading, Golden Island, and PetroChina International were selected out of 13 applicants. Their licenses run through 2030, supporting market development and investments.

Marine fuel sales in Singapore reached a record 56.77 million metric tons in 2025, up 3.4% from 2024. Alternative fuels made up 1.95 million tonnes, compared to 1.35 million in 2024.
