The European Parliament’s Industry, Research and Energy Committee has adopted a non-binding report emphasizing the importance of biotechnology and biomanufacturing for Europe’s future competitiveness and sustainability. The report advocates for a robust policy framework to foster innovation, attract investment, and promote sustainable growth in these sectors.
Rapporteur Hildegard Bentele (EPP, Germany) emphasized Europe’s potential to lead in biotech. She stated: “Europe must not just follow in biotech – we must lead.” The report highlights the sectors’ critical role in driving innovation across healthcare and sustainable production. It positions them as vital to the EU’s economic resilience.
MEPs call for streamlined legislation and efficient authorization processes within the upcoming EU Biotech Act, aiming to facilitate the commercialisation of biotech products. They recommend simplifying approvals for products trusted by regulatory authorities and establishing a competitive intellectual property framework.
The report also underscores the importance of biosecurity safeguards and responsible use of synthetic biology tools. Greater transparency, risk monitoring, and protection of critical biotech infrastructure are emphasized to ensure safe development and deployment.
Additionally, an updated bioeconomy strategy is proposed to promote sustainable, biobased materials and support the transition to a circular economy. MEPs expressed concerns over the European Investment Bank’s current sustainability criteria, which they believe could hinder funding for biobased projects. They urge for clear sustainability standards for biomass and advocate finishing the capital markets union to attract institutional investment into the sector.
The European Commission is expected to propose strategic initiatives, including a new EU Biotech Act and an updated Bioeconomy Strategy, to address these priorities. The full Parliament will vote on the report during the plenary session in Strasbourg from July 7-10. This will shape the future direction of Europe’s biotech and biomanufacturing landscape.
